[ ADMINISTRATIVE ORDER NO. 37, August 13, 2025 ]

REORGANIZING THE COMPOSITION OF THE ECONOMY AND DEVELOPMENT COUNCIL AND ITS COMMITTEES

WHEREAS, Section 5 of Executive Order (EO) No. 230 (s. 1987), as amended by EO No. 49 (S. 2023) and Administrative Order No. 25 (s. 2024), mandates the National Economic and Development Authority (NEDA) Board to serve as the government's highest policy-making body in formulating, coordinating, and integrating economic policies, plans, and programs of the government;

WHEREAS, Section 6 of EO No. 230, as amended, created the following Committees to assist the NEDA Board carry out its duties and functions: (a) Development Budget Coordination Committee (DBCC); (b) Investment Coordination Committee (ICC); (c) Social Development Committee (SDC); (d) Infrastructure Committee (InfraCom); (e) Tariff and Related Matters Committee (TRMC); (f) Economic Development Group (EDG)) (now known as the Economic Development Committee [EDCom]); (g) National Land Use Committee; and (h) Regional Development Committee;

WHEREAS, EO No. 49 created the Office of the Special Assistant to the President for Investment and Economic Affairs (OSAPEIA) as the Chairperson of the EDCom, and as a member of the following: (a) DBCC; (b) ICC; (c) InfraCom; and (d) SDC;

WHEREAS, Republic Act (RA) No. 12145 or the "Economy, Planning, and Development Act" renamed NEDA as the Department of Economy, Planning and Development (DEPDev) and the NEDA board as the Economy and Development (ED) Council, and reconstituted the composition of the ED Council and its Committees;

WHEREAS, Sections 23 and 25 of RA No. 12145 authorizes the President to reorganize the composition of the ED Council and its Committees whenever necessary for the effective performance of their functions;

WHEREAS, according to DEPDev, there is a need to reorganize the composition of the ED council and its Committees to ensure continuity in the integration, coordination, and implementation of various socioeconomic policies and programs of the government; and

WHEREAS, Section 17, Article VII of the Constitution vests in the President the power of control over all Executive departments, bureaus, and offices, and the mandate to ensure faithful execution of laws;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and exiting laws, do hereby order:

Section 1. Membership of SAPIEA. The SAPIEA shall serve as a member of the ED Council, and shall sit and represent the Office of the President, including the Executive Secretary, in the following Committees: (a) DBCC; (b) ICC; (c) InfraCom; and (d) SDC.

Further, the SAPIEA is hereby designated as Chairperson of EDCom, with the Secretaries of DEPDEv and the Department of Finance (DOF) as Vice Chairpersons thereof.ℒαwρhi৷

Section 2. Co-Chairpersons of DBCC. The Secretary of DOF is hereby designated as Co-Chairperson of DBCC, along with the Secretary of the Department of Budget and Management.

Section 3. Additional Members of SDC. The following shall be includes as members of SDC:

a. Secretary, Department of Agrarian Reform (DAR);

b. Director General, Technical Education and Skills Development Authority; and

c. Lead Convenor, National Anti-Poverty Commission.

Section 4. Additional Members of TRMC. The following shall be included as members of TRMC:

a. Secretary, DAR; and

b. Secretary, Department of Environment and Natural Resources.

Section 5. Retroactive Application. The reorganization of the ED Council and its Committees shall be effective beginning 27 April 2025.

Section 6. Separability. If any section or part of this Order is declared unconstitutional or invalid, the other sections or provisions not otherwise affected shall remain in full force and effect.

Section 7. Repeal. All orders, rules and regulations, and other issuances or parts thereof which are inconsistent with the provisions of this Order, are hereby repealed or modified accordingly.

Section 8. Effectivity. This Order shall take effect immediately upon its publication in the Official Gazette or a newspaper of general circulation.
