[ EXECUTIVE ORDER NO. 92, August 13, 2025 ]

CREATING THE OFFICE OF THE PRESIDENTIAL ADVISER ON PASIG RIVER REHABILITATION AND REORGANIZING THE INTER-AGENCY COUNCIL FOR THE PASIG RIVER URBAN DEVELOPMENT

WHEREAS, Section 16, Article II of the Constitution declares it a policy of the State to protect and advance the right of the people to a balanced and healthful ecology in accordance with the rhythm and harmony of nature;

WHEREAS, Executive Order (EO) No. 35 (s. 2023) established the Inter-Agency Councilor for the Pasig River Urban Development (IAC-PRUD) to facilitate and ensure the full rehabilitation of the banks along the Pasig River water system and nearby water systems in order to provide alternative transportation, propel economic opportunities, and boost tourism activities;

WHEREAS, the convergence of concerned govenrment agencies is necessary to rehabilitate and develop the Pasig River, a historically and culturally important waterway, and to improve water quality, restore marine life, and develop its banks, tributaries, and surrounding communities, all integral to the Administration's urban renewal strategy;

WHEREAS, considering the urgent and effective action required for the rehabilitation of Pasig River, there is a need to create a dedicated office to oversee and ensure the efficient, effective, and timely implementation of the rehabilitation and development of the Pasig River;

WHEREAS, Section 31, Chapter 10, Title III, Book III of EO No. 292 or the "Administrative Code of 1987" authorizes the President to reorganize the administrative structure of the Office of the President (OP) in order to achieve simplicity, economy, and efficiency;

WHEREAS, Section 93 of the General Provisions of Republic Act No. 12116 or the "General Appropriations Act for Fiscal Year 2025" authorizes the President to create new offices and modify the existing organizational structure of the agencies in the Executive branch, as well as create new positions or modify existing ones whenever public interest so requires; and

WHEREAS, Section 17, Article VII of the Constitution vests in the President the power of control over all executive departments, bureaus and offices, and the mandate to ensure the faithful execution of laws;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:

Section 1. Creating the Office of the Presidential Adviser on Pasig River Rehabilitation. The Office of the Presidential Adviser on Pasig River Rehabilitation (OPAPRR) is hereby established under the OP. The OPAPRR shall be headed by the Presidential Adviser for Pasig River Rehabilitation (PAPRR), appointed by the President, with the rank and emoluments of a Secretary.

Section 2. Duties and Functions. The OPAPRR shall oversee and ensure the efficient, effective, and timely implementation of the rehabilitation and development of the Pasig River. To this end, the OPAPRR shall:

a. Advise the President on all matters regarding the formulation and implementation of policies, plans, activities, and programs of the government towards the rehabilitation, development, and restoration of the banks and tributaries along the Pasig River water system and nearby water systems;

b. Monitor, coordinate, and harmonize all policies, plans, activities, and programs of the Implementing Agencies in charge of the rehabilitation, development, and restoration of the banks along the Pasig River water system and nearby water systems;

c. Coordinate with concerned local government units (LGUs) in the implementation of policies, plans, activities, and programs related to the Pasig River urban development, subject to existing laws, rules and regulations;

d. Monitor the implementation of Presidential directives or priorities for the rehabilitation, development, and restoration of the banks along the Pasig River water system and nearby water systems, and coordinate with relevant agencies in relation thereto;

e. As may be necessary, call upon any government department, agency, bureau, or instrumentality, including government-owned or -controlled corporations (GOCCs), and invite LGUs and representatives from the private sector to provide assistance in attaining its objectives;

f. Submit a bi-annual report to the President, through the Office of the Executive Secretary, on the status of the implementation of this Order; and

g. Perform such other functions as may be directed by the President and/or the Executive Secretary.

Section 3. Organizational Structure and Staffing Pattern. The PAPRR shall be supported by a staff complement who shall all possess the necessary background and expertise in the field of river rehabilitation. The PAPRR, in coordination with the Office of the Deputy Executive Secretary for Finance and Administration, shall determine the appropriate organizational structure, staffing pattern, and corresponding qualification standards for all positions in OPAPRR, and submit the same for review and approval of the President and/or the Department of Budget and Management (DBM), subject to existing laws, rules and regulations, including the Organization and Staffing Standards and Guidelines issued by DBM and Civil Service Commission.

Section 4. Reorganizing the Inter-Agency Council for the Pasig River Urban Development. The IAC-PRUD is hereby reorganized and shall now be composed of the following:

Chairperson : PAPRR
Vice Chairperson : Chairperson, Metropolitan Manila Development Authority;
Members : Secretary, Department of Public Works and Highways;

Secretary, Department of Environment and Natural Resources;

Secretary, Department of the Interior and Local Government;

Secretary, Department of Labor and Employment;

Secretary, Department of Tourism;

Secretary, Department of Transportation;

Secretary, Department of Finance;

Secretary, DBM;

Chairperson, National Historical Commission of the Philippines;

Chairperson, National Commission for Culture and the Arts;

General Manager, Philippine Ports Authority;

Commandant, Philippine Coast Guard;

General Manager, Laguna Lake Development Authority;

Chief Executive Officer, Tourism Infrastructure and Enterprise Zone Authority;

General Manager, National Housing Authority; and

General Manager, National Development Company.

The Secretariat of the IAC-PRUD shall be designated by the IAC-PRUD from among the members thereof.

The Chairperson, Vice Chairperson, and members of the IAC-PRUD may designate their alternates, with ranks not lower than Assistant Secretary or its equivalent, who shall be fully authorized to decide for or on their behalf.

Section 5. Powers and Functions of the IAC-PRUD. The IAC-PRUD shall continue to perform its duties and functions under Section 2 of EO No. 35. In addition thereto, the IAC-PRUD, through its member-agencies, shall be authorized to accept funding by way of entering into investment contracts or agreements with other government agencies or private entities, subject to existing laws, rules and regulations.

Section 6. Convergence. All concerned government agencies are hereby directed, and all LGUs and the private sector are hereby encouraged to render full support and cooperation with the OPAPRR to ensure the effective implementation of this Order.

Section 7. Funding. The funding requirements necessary for the implementation of the Order shall be charged against the respective appropriations of the concerned agencies and such other funding sources as may be identified by the DBM. Thereafter, the funding requirements for the continued implementation of this Order shall be included in the budget proposals of said agencies, subject to the usual preparation process.

Section 8. Separability. If any part or provision of this Order is held invalid or unconstitutional, the provisions not affected thereby shall remain in full force and effect.ℒαwρhi৷

Section 9. Repeal. EO No. 35 is hereby amended. All other orders, rules and regulations, and other issuances or parts thereof that are inconsistent with the provisions of this Order, are hereby repealed or modified accordingly.

Section 10. Effectively. This Order shall take effect immediately.
