[ EXECUTIVE ORDER NO. 99, October 06, 2025 ]
ESTABLISHING THE PRESIDENTIAL FILIPINNOVATION AWARDS
WHEREAS, Section 2 of Republic Act (RA) No. 11293 or the "Philippine Innovation Act," declares it a policy of the State to foster innovation as a vital component of national development and sustainable economic growth;
WHEREAS, Section 5 of RA No. 11293 provides that while the country's innovation goals shall be directed at developing new technologies, it shall likewise seek to harness global knowledge and technology that will aid in developing new processes or services for increasing productivity and promoting overall public welfare;
WHEREAS, under Section 20 of RA No. 11293, the National Innovation Council (NIC), in cooperation with various concerned agencies, shall undertake an information and community education program to rally everyone around the country's innovation agenda and priorities and to generate public support for these initiatives;
WHEREAS, the NIC, through Resolution No. 1 (s. 2024), resolved to approve the conduct of the National Regional Innovation Awards and Competition (NRIAC) or the "Filipinnovation Awards," an annual competition envisioned to be the most prestigious innovation competition in the country, where the winners will be awarded by the President;
WHEREAS, consistent with the objectives set forth in RA No. 11293, the Filipinnovation Awards aims to, among others: (a) bring out the best Filipino innovators and allow them to demonstrate their talents; (b) serve as a platform to concerned innovators with industry stakeholders and potential partners, including local and foreign investors; and (c) foster a more robust innovation ecosystem in the country;
WHEREAS, Section 7 of Executive Order No. 236 (s. 2003) provides that the President may confer Presidential Awards not otherwise included in the Order of Precedence of the Honors Code; and
WHEREAS, Section 17, Article VII of the Constitution vests in the President the power of control over all Executive departments, bureaus and offices, and the mandate to ensure the faithful execution of laws;
NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:
Section 1. Presidential Filipinnovation Awarrds. The NRIAC or the Filipinnovation Awards, which shall now be known as the "Presidential Filipinnovation Awards." is an annual competition that aims to recognize enterprises and individuals with innovative products or services that are Filipino-owned and -registered, and currently at early-stage commercialization. The Presidential Filipinnovation Awards shall highlight local talent in order to amplify the impact of innovations in the country's economic development.
Section 2. Conferment of the Award. The Presidential Filipinnovation Award shall be conferred by the President or the Executive Secretary, "By Authority of the President."
The Presidential Filipinnovation Award shall be in the form of medallion and plaque containing the President's seal, citation, and signature. The recipients of the Award shall also receive a grant and/or support, which may be in the form of mentorship, coaching, or participation in international events, to assist them in showcasing their innovations.
Section 3. Selection Committee and Board of Judges. The NIC shall constitute a Selection Committee that shall administer the annual search for and lead the selection of the members of the national and sub-national Board of Judges. The Board of Judges shall be tasked to review and assess entries in the Presidential Filipinnovation Awards, provide feedback, and score said entries based on the criteria provided by the NIC.
The NIC, the Selection Committee, as well as the national and sub-national Board of Judges, shall ensure transparency and fairness in the conduct of all activities and processes related to the Presidential Filipinnovation Awards.
Section 4. Implementing Guidelines. Within fifteen (15) days from the effectivity of this Order, the NIC shall formulate and issue the necessary guidelines for the effective implementation of this Order.ℒαwρhi৷ Said guidelines shall include, among others, the mechanics, stages, and processes for the conduct of the Presidential Filipinnovation Awards, criteria for the selection and the corresponding awards and incentives for the recipients of the Presidential Filipinnovation Award, as well as duties and functions of Selection Committee and Board of Judges.
Section 5. Funding. The initial funding requirements necessary for the implementation of this Order shall be charged against the respective appropriations of the member-agencies of the NIC. Thereafter, the funding requirements necessary for the continued implementation of this Order shall be included in the budget proposal of said agencies, subject to the usual budget preparation process.
Section 6. Separability. If any part or provision of this Order is held invalid or unconstitutional, the provisions not affected thereby shall remain in full force and effect.
Section 7. Repeal. All orders, rules and regulations, and issuances or parts thereof inconsistent with this Order are hereby repealed, amended, or modified accordingly.
Section 8. Effectivity. This Order shall take effect immediately upon publication in the Official Gazette or in a newspaper of general circulation.
